If the tables were turned would ios leave their software open so it “could be made better” by android? I highly doubt this would ever happen.

     iOS doesn’t make the claim to be open. Respectfully, your answer is red herring. However, the Google applications in the iOS Appstore are of higher quality and much better stability than their PlayStore counterparts, so to answer your question, Apple does indeed extend the hardware platform to Google to make their apps better.

My point was, the solution exists for Android developers to connect android wear to the iOS Notification Center service. Was this oversight?
